State Department spokeswoman Morgan Ortagus said she would not comment on Giuliani’s private discussions.
“As you know, it’s not unusual for Rudy Giuliani to meet with foreign officials. It’s the same way I would expect for any member of the president’s team,” she said.
The New York Times reported on Friday that Giuliani met in Madrid with an official from the Ukrainian government in early August.
When asked if Giuliani had discussed sensitive matters, Ortagus said: “We do not discuss what he talks about. We cannot.”
Giuliani did not respond to a request for comment.
A spokesman for President Donald Trump said on Monday: “The president’s personal attorney has long represented him, and it is not uncommon for him to meet with foreign officials.
“Mr. Giuliani has no such discussions on behalf of the president, nor would it be appropriate for him to do so,” said the spokesman, in an emailed statement.
The Justice Department has declined to open a criminal investigation into whether Trump improperly sought to enlist Ukraine to investigate his political rivals in return for U.S. military aid, as Democrats have accused him of doing.
Democrats on the House of Representatives’ intelligence panel say Giuliani’s work for the president and his contacts with Ukrainian officials have raised concerns he may have acted inappropriately.
